The current admission number for the school is 60 and the proposed admission number will be 90 meaning that the eventual capacity for the school, including Nursery, will be 730. The capacity excluding Nursery will be 620. Kingswood School has secured sustained improvement in all areas of provision for the last 6 years. This has resulted in an overall grading by OfSTED in February 2009 of ‘outstanding’. For 3 consecutive years pupils’ progress at Kingswood has been placed within the top 1% of all primary schools in England, including placements of 20th nationally and 5th nationallyConsultation has been undertaken will all neighbouring local authorities, all local ward councillors, the opposition groups on the council, all Lambeth primary and secondary schools, local MPs, Trade Unions, Diocesan Board members.Positive Responses were received from a number of schools, and from local councillors. Unlike the majority of London boroughs, the borough has a sharply rising population. In addition, the borough has a highly mobile population, with up to 30% population ‘churn’ each year. The vastly increasing standards in Lambeth primary schools have meant that we are receiving significant numbers of applications from parent who, historically, would have sought places in the independent sector. This is particularly prevalent in Norwood where there is intense pressure on school places.In order to meet its statutory responsibility, to provide a school place for everybody who wants one, in 2007/08 the council had to provide an additional temporary class in one of its schools, and in 2008/09 it provided two temporary classes. Due to the extraordinary weight of applications this year, we are planning to provide 6 additional classes. A piecemeal approach, such as this, of providing portacabins on school sites is costly, disruptive and will be unsustainable in the face of continuous and sustained demand for high quality places. The opportunity to expand permanently Kingswood school, a highly successful and oversubscribed school is a key part of the local authority’s strategy for providing additional, permanent, reception places across the borough. This has resulted in an overall grading by OfSTED in February 2009 of ‘outstanding’. Almost all aspects of the school’s provision have now been judged to be outstanding (31 ‘grade 1’ judgments) and only two areas were judged to be ‘good’. The school has not only ensured dramatic and sustained improvement across all areas of provision, it has achieved this whilst simultaneously responding extremely well to constant changes. This includes extensive issues from the inspection which placed the school in Special Measures in September 2002, removal from Special Measures in under four terms, vertically grouping classes across the whole school because of a resulting roll depletion, building back up to become two-form entry and over-subscribed, various staffing restructures, the addition of a Children’s Centre, Federation with Elm Wood and the significant impact in improving the school, addition of a second Children’s Centre and two additional Reception classes (one at Kingswood / one at Elm Wood). The school and Federation have significant capacity and skills in change management without jeopardising the rate of overall improvement. Kingswood has been designated as a National Support School via the National College for School Leadership and the Executive Headteacher is designated a ‘National Leader of Education (NLE)’. For 3 consecutive years pupils’ progress at Kingswood has been placed within the top 1% of all primary schools in England, including placements of 20th nationally and 5th nationally. Leadership at all levels across the Federation has been judged as outstanding. This includes the work of a skilled and committed Governing Body and outstanding leadership and provision in Early Years Foundation Stage. The school and Federation are very well placed to manage an Early Years Centre on the current Elm Green site and ensure that our current outstanding provision is maintained. There is limited scope for the expansion of other local schools and limited availability of land / space. Kingswood has achieved many awards for curriculum innovation over recent years and is a very popular choice with parents / carers. Expansion of the school will not have any negative impact on the overall quality of provision and will create more high quality school places for the local community.
